A blog is a website which is updated regularly. Just as magazines and news papers provide new information on regular basis such as daily, weekly, monthly, blogs also provide new information on regular basis.
The different between a Website and a Blog Website is that a Website is rarely updated but Blogs are updated regularly.

You can create a blog for free or paid, if you want to create a free blog here are some sites which allows you create a free blog, just you have to create an account and start a blog by following their instructions. Blogger is the Google Platform for blogging, You can sign in into the Blogger.com with your Gmail Email Address if you have, if you don't have Gmail Email Address create it which can be used for every Google Product such as Google Drive, Google WebMaster, Google Adsense, Google Photos etc. and than follow steps and instructions to create a blog, choose blog template, create blog posts and pages.

2. https://wordpress.com

you can create your blog at https://wordpress.com, it is also free, go to website, click "Get Started" white buttons located at left side, create account and follow the instructions to create your free WordPress blog.
